The first instalment of Munathara's Policy Debates, and the organization's first live debate in Yemen, #DD11 was held on July 2, 2014, on the motion: "Arab Women's Participation - Only through Quotas? Broadcast on Al Jazeera Mubasher, the debate featured two young winners of our eleventh competition: Marwan Ismail from Yemen and Mustafa Abdellatif from Egypt. They debated alongside long-time Yemeni activist and President of the Arab Sisters Forum for Human Rights Amal Basha and the Tunisian activist and defender of freedom of expression Yassine Ayari.

Across the Arab world, women are drastically underrepresented in politics, business and society. Only 17.8 percent of parliamentary seats in the region are occupied by women, compared to 42 percent in the Nordic countries, according to statistics by the Inter-Parliamentary Union. Women's participation has also been lagging behind in civil society, entrepreneurship and the workforce. Many therefore raise the question: Can women's participation in our region only be ensured through quotas? By allocating a fixed number of seats for women in Arab governments, parliaments, boardrooms and in the workforce, can the problem be solved? Many argue that quotas in politics are undemocratic because they limit the choice of voters and cannot be reconciled with the principle of meritocracy. But then, are there any other solutions?

The debate, moderated by Egyptian broadcast journalist Karema Awad, addressed ideal percentages for women's quotas, the impact of quotas on political representation, and the social changes that must take place in order for women to be true partners in political, social, and economic decision-making.
